The purpose of the Border Management and Visa Instrument for 2021–2027 forming part of the Integrated Border Management Fund (IBMF) is to ensure sound and efficient integrated management of EU’s borders.
Specific objectives:
- Contributing to the integrated management of EU’s external borders: Installation of new border surveillance systems at the Byelorussian border and upgrading of the land and marine surveillance systems installed earlier at the Russian and Byelorussian borders, upgrading of patrol vehicles, improvement and modernisation or border control procedure, improvement of collecting data and exchange of information on document forging, reconstruction of the Kopgalis berth for border patrol vessels, repairs of the border patrol path, and border management training for the border guards. Lithuania will continue the development and maintenance of the national elements of the arrival/exit system (AIS), the European Travel Information and Authorisation System, the Schengen Information System and the European Asylum Dactyloscopy Database and will ensure interoperability of these systems.
- Implementing the EU common visa policy: Providing efficient and client-friendly services in the visa applications area, developing various forms of cooperation between the Member States in this area, visa digitalisation process, ensuring operations and maintenance of the Visa Information System (N.VIS).
- Implementing the Special Transit Scheme (STS):EU funding has been provided to compensate for lost transit visa fees and additional expenses incurred in the implementation of the Special Transit Scheme under Regulation (EC) No 693/2003 and Regulation (EC) No 694/2003. The assistance funds will be allocated to the upgrading of the document issuance and delivery systems, enhancement of response capacities, strengthening control of the Russian citizens travelling by transit, training of officials taking part in STS activities, and other measures aimed at ensuring smooth operation of the STS.
